Sweep picking is similar to the way a violinist will sustain a note with the bow. The bow is moved in both directions at a consistent speed and upon reversing directions, is done so smoothly that the note never wavers.
Like the violinist, a guitarist sweep picks each string in a smooth downward and upward motion. As the down or up motion progresses with the picking hand, the fingering hand plays the proper notes at the proper time.
An arpeggio is simply the notes of a chord played separately, like when you play a scale and their awesome power is unleashed when you attack them with sweep picking!
Sweep picking is also known as "economy picking" because of it's naturally efficient use of playing notes. You know how a cheetah can naturally run 60 miles an hour?... it's the same thing with sweep picking.
